Our company was approached by a person named Elias P. Sparangis claiming that his company represents a Buyer who invests in refineries. We asked him to sign an NCND with us so we could know the name of the Buyer/Investor. After our Seller and partners signed the NCND, Mr. Elias signed the NCND as well but never had the Buyer signed the agreed NCND. Obviously his goal was to be able to have all our contacts signed the NCND and then drop out of the negotiation which he actually did.
We are reporting Mr. Elias and his company as a totally fake person as well as his 2 companies that he represents shown below:
