Procedure:
1. Buyer will send LOI. Then seller will send FCO.
2. Buyer Signs and accepts this FCO with RWA to be sent to the banking coordinates to Seller.
3. Seller will issue allocation number with upfront lifting / delivery schedule directly in the name of the buyer from the Ministry of Energy, Moscow, Russia, i.e Govt. of Federation of Russia, or OPEC headquarters/Vienna/London within 21 banking days or earlier. Please note that the buyer may verify everything and satisfy themselves on all aspects, and it is the arrangement wherein loading port, disport laycan arrangement can best be coordinated and optimized between the buyer and the seller. Buyer then take the next step of signing of the major OPEC / MOE contract.
4. Seller issues OPEC / Ministry of Energy Russia major / original contract; same would be signed, and sealed by the head office of the seller, as it would be the irrevocable and non-negotiable document.
5. Buyer establishes NON TRANSFERABLE RDLC
